They come from various spheres of
life: present government ministers, top government functionaries, former
ministers, members of parliament, directors of state corporations, influential
business magnates, former governors, and of course, embezzlers of public funds
who are currently serving prison sentences both in Kondengui and New Bell. The
peculiarity of this Shadow Cabinet is that, as usual, Anglophones are still
marginalized… even in prison. We bring to you the portfolios of Marafa’s
government ministers in waiting as he nourishes his presidential ambitions for
2018 under his new political party.
Messengue Avom
Prime Minister, Head of Government
He was Minister of Public Works
in Paul Biya’s government until December 09, 2011 when he was chased away for
alleged embezzlement of funds meant for the construction of the Ayos-Bornis
highway. Like Marafa, he once engaged government’s anti-corruption unit, CONAC,
to a public fight when accused of mismanagement and even went ahead to order a
different audit from an international private firm to proof his innocence.
Jules Doret Ndongo:
Delegate General For National Security
The former all-too-powerful
Secretary General at the Prime Minister’s office, Jules Doret Ndongo is today
Minister Delegate in the all-too-powerful Ministry of Territorial
Administration and Decentralization. At the Prime Ministry, he was equally
charged with issues of decentralization and had to work directly with Marafa Hamidou
Yaya. Both have same sympathies.
Ekindi Camille:
General Manager, National Hydrocarbons Corporation
Until recently, he was General
Manager of the Government’s Housing and Equipment Development Bank, Credit
Foncier. He was chased away for unorthodox financial management.
Yves Michel Fotso
Secretary General at the Presidency of the Republic
Actually in Kondengui for alleged
embezzlement of funds meant for the purchase of a presidential plane, the
former General Manager of the defunct CAMAIR seemed to have enjoyed a lot of
confidence from Marafa Hamidou Yaya
Jean Louis Beh Mengue
Secretary General, Prime Minister’s Office
He is the present General Manager
of the Telecommunication’s regulatory board. Seem to have enjoyed the good
offices of Marafa Hamidou Yaya.
Fai Yengo Francis
Minister of Territorial Administration
Apparently one of the scapegoats
of the press, this seasoned administrator who has offered his all to the regime
and is enjoying his deserved retirement in Bamenda, is constantly being presented
as a Marafa man. But unlike Marafa who refused to endorse Biya’s candidature at
the last presidential elections, Fai Yengo Francis even went ahead to raise
funds for Biya’s victory in the North West.
Juimo Monthé
Minister of Trade
This economic operator has a long
history and rich background on issues of commerce and industry having served as
the President of the Chamber of Commerce, Industries and Mines.
Didier Edoa
Minister of Finance
He has been Director General of
Budget in the Ministry of Finance for a long time and thinks it was time he
became finance minister. He seem to think Marafa has a better programme for the
economic development of Cameroon
Christopher Mien Zok
Minister of Communication
As Mayor of Angossas, he has had
opportunity to enjoy some relations with Marafa. As Director of the ruling
party press organs in the CPDM central committee for years, he naturally nurses
ministerial ambitions, be they be fulfilled by Biya or Marafa. He remains
open-minded and can always be misunderstood as a Marafa man.
Francois Marc Modzom
Director General of CRTV
He is an ambitious CRTV
journalist who long specialized in contemporary political analysis and
communication and never misses an opportunity to have a good name from top
government officials. No doubt, his hatred for Amadou Vamoulke certainly
dragged him towards Hamidou Yaya.
Youssouf Adidja Alim
President, Economic and Social Council
Hard working and soft spoken,
this woman is suspected to have sympathies for Marafa Hamidou Yaya simply
because one of her parents was killed during the April 6, 1984 coup d’état. She
seems not to have ever forgotten the incident and so her loyalty to Paul Biya
cannot be complete.
J. Emmanuel Pondi
External Relations Minister
This university don is Secretary
General at the University
of Yaounde 1. He is an
expert in international relations and of recent has been associated to
homosexual circles like Marafa. It is assumed that as External Relations
Minister, he would work for the legalization of homosexuality in Cameroon given
his connections with the Western world.
Yaou Aissatou
Secretary General, Central Committee of RDRC
She is the National President of
the Women’s wing of the CPDM central committee. This former pioneer Women’s
Affairs Minister has been projected to fit into the post of Secretary General
of Marafa’s new political party, the Democratic Movement for the Rebuilding of
Cameroon, RDRC.
Joshua Osih
Minister of State for the Estates General for National Reconciliation
With the decision by the National
Chairman of the SDF, Ni John Fru Ndi to send SDF lawyers to defend and free
Marafa Hamidou Yaya, it is but obvious that his government should have some
kind of ‘rapprochement’ with the opposition SDF. And the best way to do this
would be to give a strategic ministerial post to the SDF. Joshua Osih can be
good ministerial material for Marafa especially as national reconciliation and
reconstruction is imperative for an emerging Cameroon.
Maurice Kamto:
Minister of Justice, Human Rights and Freedoms
He is one of the rare members of
government of President Paul Biya that resigned his post immediately after the
October 11 presidential elections. Maurice Kamto is a seasoned law professor
who warmed his way into Biya’s government after his skillful handling of the Bakassi
file at The Hague.
It is expected that if he becomes Minister of Justice, Human Rights and
Freedoms, he would facilitate the ratification by Cameroon of the Rome Statutes
that could enable Cameroon be signatory to the ICC where Biya could easily be
tried for crimes against humanity.
Celestin Bedzigui
Minister of Public Service and State Reforms
He is a critic of the Biya regime
and is constantly in political exile in France
and America.
As Public Service Minister, he would be expected to clean the government of
ghost-workers and make it more performant. He may not be a Marafa man but he is
a Biya enemy.
Amadou Sali
Minister of Transport
To make sure that careless plane
crashes like that of 1995 where two of his friends perished do not occur, Marafa
would have loved to entrust the transport department to his close friend,
Amadou Sali, other than a careless Issa Tchiroma who was transport minister in
1995.
El Hadj Baba Danpullo
Minister of Mines
This illustrious son of Boyo in
the North West
region and member of the CPDM central committee was responsible for Biya’s
victory at the last October 11 polls. Having accepted to lead the committee to
raise over 500 million for Biya’s campaigns and having personally contributed
over 100 million, El Hadj Baba Danpullo must be in the bad books of Biya’s
detractors. His main reason to be interested in politics is because he needs a
conducive business climate to continue doing his business.
Emmanuel Ngafeeson
Delegate General for National Gendarmerie
He was dropped as Secretary of
State in the Ministry of Justice, in charge of Penitentiary Administration at
the December 9, 2011 government because of the scandalous SMSs sent by
high-level prisoners from Kondengui to government ministers, and some
Director-Generals. He is being programmed to resurface as Delegate General for
National Gendarmerie.
Dr. Raphael Okalla Abodo
Minister of Public Health
He is former Permanent Secretary
of the national programme to fight malaria. He was arrested and caged at the
Kondengui maximum prison for alleged embezzlement of funds destined for the
fight against malaria from bilateral partners. Marafa had programmed him for
the all-too-important ministry of public health in order to restore his honour.
