7 Prime Ministers Under Biya (4 Anglophones, 3 Francophones, No Woman)


- Their Mission and where they are today:
1st: Bello Bouba Maigari (North)
(November 6, 1982 to August 23, 1983) = 9 months 17 days
Bello Bouba Maigari was the first PM from the Grand North. In 1982, President Paul Biya appointed him as Head of Government as a co-pilot in the plane that landed Cameroonians into the safe shore of rigour and moralization. Before his appointment as PM, Bello Bouba had served as Minister of Economy and Planning and that is why he was charged with the mission to instill stiffness in the economy that was near collapsing.
* Today, he is the UNDP Chairman and Minister of State in charge of Tourism and Leisure.

2nd: Ayang Luc (Far North)
(August 22, 1983 to January 25, 1984) = 5 months 3 days
Ayang Luc was the second Northerner to mount the star building. His appointment was described by political analysts as the reminiscent of appeasement. He did not last long in office but left an indelible mark of peace and solidarity between North and South.
* Today, he is the president of the Economic and Social Council.

3rd: Sadou Hayatou (North)
(April 26, 1991 to April 9, 1992) = 5 months, 2 weeks
Sadou Hayatou who hailed from the Northern Province was as perfect as the task he was assigned. As a political strategist, President Biya needed a personality with a broad smile and calm as well to school the scale of democratic approaches in the country. This former Director of BICEC and a professional Banker for that fact was tasked with reconstructing the nation faced with the chaos of the ghost town destructions. He successfully convened and chaired the tripartite meeting with recalcitrant opposition leaders. He paved the way for Anglophone experts to mount the star building for the first time.
* Ever since he left BEAC as the Director for Cameroon, his whereabout has been covert.

4th: Simon Achidi Achu (NW)
(April 9, 1992 to September 19, 1996) = 4 years 4 months 1 week 3 days
Simon Achici Achu entered the Star Building when Mezam was boiling. Bamenda was by then the head quarters of the opposition and President Paul Biya needed someone to calm down the heat. It was after the 1992 parliamentary, the first time that parliament registered MPs from other political parties that Achidi Achu was assigned the role of the Old Fox by President Paul Biya. He was then assigned to seduce the SDF, preach the gospel of non violence and reshape the North West Province politically and economically. As a good lobbyist and a practical political figure, Achidi Achu adopted the policies of “crash my back I scratch your own”.
* He has since retired to his Rockfarm in Santa. He is presently the Board chairman of SNI.

5th: Peter Mafany Musonge (SW)
(September 19, 1996 to December 8, 2004) = 8 years 3 months
Peter Mafany became PM at the point in time when corruption had reached its apex amongst Directors of State Corporation and ministries.As courageous as he was, he sent the first waves when he ordered the imminent arrest of the Director of CNPS. He was the first from the South West Province and the second Anglophone in President Biya’s government of the first seven years political program.
* Presently, he is the grand chancellor of the National Order.

6th: Chief Ephraim Inoni (SW)
(December 8, 2004 to June 30, 2009) = 4 years 5 months
Upon his appointment, he was tasked to: instill discipline among cabinet Ministers. He held periodic (monthly) cabinet meetings where Ministers were assessed through roadmaps and its accomplishments. He also had to take Cameroon to the completion point of the heavily poor countries initiative HIPC. Cameroon benefited over 229 billion FCFA from this initiative.
On issue of internal debt, he was tasked to reconcile over 140 billion FCFA; also, to carry out an economic revival program that attracts investors and provides a better and sound environment for investors.
Many civil servants who were earning salaries through fraud for no work done were identified. As an economist, he successfully obtained from the IMF and World Bank an economic recovery program for Cameroon.
* He is presently at the Kondengui prison in Yaounde awaiting trial following his alleged involvement in the Albatros scandal.

7th: Philemon Yang (NW)
(June 30, 2009 to present)
He has as mission to stamp out corruption and fight inertia within the Ministries. President Biya has given him six months to come out with positive results. His pedigree is one that gives hope that he can meet-up.
Yang is a top grade Magistrate; Board Chairman of CAMAIR-CO; one time Minister of Mines and power at the age of 27; a Diplomat (spent 18 years in Canada as High Commissioner and became Dean of the Diplomatic Corp there).
