UB: Mix-Up Over Prof. Ngoh’s Destitution

The installations of newly appointed
officials by President Paul Biya into Cameroon’s state universities have
been ongoing. Last week, the ‘mother’ University of Yaounde
I installed its cadres. This week, the Benjamin of universities, that of
Bamenda would perform the same rite. Yet, the other Anglo Saxon University of
Buea may be hampered following the anomalies that came with the appointments.
Last weekend, Chronicle gathered that
the decree, which relieved Prof Victor Julius Ngoh at the University of Buea
was amiss. Accordingly, Prof Ngoh, Vice Chancellor incharge of Research and International
Cooperation, still retains his post, despite the error that attached him as
Vice Chancellor incharge of Studies, Professionalization and Information
Technological Development. According to hints, the error came due to conflicts
in the lists earlier recommended/tabled by Prof Vincent Titanji (outgone VC)
and Prof Nalova Lyonga (new VC).
Chronicle gathered last weekend by
sources at the Presidency and Higher Education Ministry that Titanji was sure
to have been retained as UB VC. According to hints, he had applied for his
retirement to be extended by 2 years: that in line with his proposal, he had
tabled a list of officials, whom he allegedly qualified were apt to work with
him. Accordingly, Prof Victor Julius Ngoh’s name was out of Titanji’s list.
Worthy to note, that Titanji long went on retirement since February 2012.
Chronicle further learnt that when
Nalova Lyonga was appointed to succeed Titanji as UB VC, she was urged to table
proposals as to whom she would work with. Chronicle
gathered that Prof Nalova was in Yaounde
last July 11, 2012 where she allegedly recommended Prof Joyce Endeley to
succeed her as Deputy VC incharge of Teaching; while Dr. Mih succeeds Prof
Joyce Endeley as Director of Academic Affairs. Also, that Prof Julius Ngoh
should be VC incharge of control.
It is alleged
that because Titanji had long planted stooges at the Ministry of Higher
Education, something to appease him had to be foxed out; reason why Dr. Francis
Buntom was maintained as Director of Development, although he had since gone on
retirement since 2011. Also, Dr. Ndeh Minjoh was allegedly on Titanji’s list as
Rector of the College
of Technology, even
though he had gone on retirement in 2012. It is alleged that because he too
asked for a 2 year’s extension like Titanji, the outgone VC opted to work with
him.
Anomalies of Biya’s Decree
The calibre of those appointed
have since ridiculed the Head of State. Already, critics say Biya is not well
informed about the realities in the field. Chronicle
gathered that the text university dons retire at the age of 65. And though
Titanji lobbied for his retirement to be extended, Chronicle gathered that the scandals at the last university games,
hosted by UB and marks peddling could not go unnoticed.
A source at the
Ministry of Higher Education hinted Chronicle
that Prof Blaise Mokoko who left the University of Douala as Vice Rector
incharge of Studies, Professionalization and the Development of Information
Technological Communication, was duly posted to UB: that he is Deputy Vice
Chancellor incharge of Internal Control and Evaluation, replacing Prof Ntoko
who is retired, and not Prof Ngoh.
The confusion, Chronicle has been told, stems from the
fact that because Titanji allegedly wanted Ngoh’s head for being very
outspoken, so he was faulted but missed. By press time, Chronicle gathered that Prof Fame Ndongo, Minister of Higher
Education had prepared a text for President Biya’s signature, to correct the
wrong. But implicitly, Prof Victor Julius Ngoh remains the Deputy Vice
Chancellor incharge of Research and International Cooperation at the University of Buea.
Other errors
due to be rectified include the appointments of Salave Pierre, an
Agriculturalist, appointed as the Dean of the Faculty of Engineering and Technology.
Also, Prof. Emmanuel Tanyi, who was Vice Dean of the Faculty of Agriculture but
promoted as Dean of the Faculty of Agriculture and Veterinary medicine.
Even the case
of Dr. Roseline Jua, appointed as Director of Academic Affairs at the University of Bamenda and qualified as an Associate
Professor, is less so. Chronicle
learnt that she is just a mere lecturer.
The question as
to why everyone is interested in Prof Ngoh’s destitution looms large. Following
Chronicle’s investigations, he is a
man who stands for the truth; reason why Titanji dreaded him. Prof. Ngoh’s
detractors even qualified him as a secessionist, SDF SCNC following his overt
pronouncements and works.
