Neba Publishers Receives Poisoned Gift: Was Governor Lele Lafrique Compromised Or Misled?


The Governor of the North West Region, Lele Lafrique on July 10th 2012 took an ill-advised decision to award Hon Dr Neba Aaron, former SDF deputy, lease on a portion of national land at Sonac Street Bamenda. Regional order No.028/RO/E/GNW/GS/ALAD suffers many shortcomings.
Whereas Neba Aaron only entered the scene in 2003 when he bought the contested land from Johnny without consulting the Tassangs, sole neighbour to the Johnny estate, the Regional order awarding Neba the said land, has as basis the minutes and recommendations of the Bamenda Central Sub Divisional Land Consultative Board of 1997. The big question that arises is why would Governor Lele Lafrique use controversial 1997 minutes that did not concern Neba to settle a matter in 2012? What happened to minutes of the same board that sat to solve the matter with witnesses present on 31st Jan 2008, 11th March 2009 and 26th May 2009?
It should be noted that it was on the basis of the same 1997 board minutes and recommendations that Mr. Tanga Endoh, previous buyer of the same parcel of land was awarded a land certificate by the Minister of State Property and Land Tenure. Petitioned by the Tassangs, the same Minister withdrew the land certificate in decision No.000029/Y.7/MINDAF/DIIO/27 Sept. 2006 on grounds of fraud and falsified documents amongst others. The fact here is that the said board meeting never took place as testified by the representatives of the Fon of Mankon.
Further proof of bad faith from the administration is the fact that the Tassangs were only served a copy of the Regional decision on the 14th of August, 2012, well over a month after signature, reducing the time they have to petition against the decision by well over one month.
The Tassang petition is presently causing shock waves in rather uncertain quarters in Yaounde. The Prime Ministry, MINDAF and CONAC are expected to investigate the matter. Proper investigation should expose the mafia that has bedeviled land disputes in Cameroon and Bamenda II sub division in particular.
Sources at MINDAF Mezam are already indexing a certain Mr. Takwa, secretary of the said board, as well as several DOs of Bamenda central and Bamenda II sub division of having been compromised in the matter. Affair à suivre
